Theres no stairs so what is the beneficiary?

Initially when I have seen this, one question stuck my mind, what is it and for what purpose it is built?Then I ask the guard about it but guard replied he dont know.Eventually I found that it is watch tower.But believe me it dont look like watch tower rather It look like water reservoir.I do not know how they go up on this tower because it dont have any stair case.
