Bangladesh Institute of Health Sciences (BIHS) is the Apex Institute of HCDP which has its associated hospital named as BIHS Hospital. The objective of BIHS is to create a Model Educational Institute encompassing all disciplines of biomedical and health sciences. Presently 5 major divisions have been planned namely a) Division of Basic Sciences, b) Division of Clinical Sciences, c) Division of Public Health, d) Division of Allied Health Sciences, and e) Division of Nursing.BIHS is run by a Governing Body formed under the rules and regulations of the University of Dhaka.

The proposed university also received finance from the Health Care Development Project of Diabetic Association of Bangladesh and supported by monetary grants from the Dutch government. The association also received loans from a consortium of 12 banks.[5]In 2007, the Bangladesh Institute of Health Sciences starting offering courses in public health under the University of Dhaka. It received further grants from the Rockefeller Foundation, University of Oslo, and World Diabetes Foundation based in Netherlands. The institute applied to the University Grants Commission to become a higher education degree providing university named Bangladesh University of Health Sciences. On 6 December 2012, the University received permission from the University Grant Commission to start functioning as a university..The Board of Trustees has already nominated Prof Liaquat Ali (the Founder Director of BIHS) as the first Vice-Chancellor of the University and his appointment is now under processing of endorsement by the Honorable Chancellor of the Universities (the Honorable President of Bangladesh). Under the Board of Trustees the University will operate as per Private University Ordinance 2010.About 10 Faculties have been planned under BIHS, but initially (up to 2013) the following Faculties will operate:Faculty of Basic SciencesFaculty of Public HealthFaculty of Allied Health SciencesFaculty of Health Technology & EngineeringPresently, about 13 Departments are going to start operation under BUHS and about 22 undergraduate and postgraduate programs will be started soon under this University.
BACKGROUND OF BANGLADESH UNIVERSITY OF HEALTH SCIENCESThe idea of a high grade academic and research centre around BIRDEM was conceived with the formation of a research group (the Biomedical Research Group) in early 1990’s and it was practically initiated in mid-1990’s with the proposal of the Bangladesh Institute of Health Sciences (BIHS) as a Degree giving Institute (Deemed University). The idea was patronized by the Government with the allocation of about 6 acres of land in Darus Salam, Mirpur and it got further momentum through the implementation (since 2003) of the Health Care Development Project (HCDP) – a large scale Project of the Diabetic Association of Bangladesh supported by a Grant from the Dutch Government and a loan from a Consortium of 12 banks. BIHS (formally starting academic courses in public health and technology disciplines under Dhaka University since 2007) became the Apex Hospital of the 20 hospitals/health centres under the HCDP Network in around Dhaka and in North-Western Bangladesh and, within few years, it could create substantial reputation in academic and research areas. As a result, BIHS started to attract Grants from Organizations like University of Oslo (Norway), Rockefeller Foundation (USA) and World Diabetes Foundation (Denmark) to sponsor various academic and development Projects. In addition to local students BIHS was able to attract foreign postgraduate students from Nepal, Pakistan and India.Since the Laws regarding Higher Education in Bangladesh did not permit for a Deemed University, success could not be achieved to convert BIHS as a Degree Giving Institute. Since, this system was not catered even in the latest Ordinance (Private University Ordinance, 2010), a decision was taken to apply for BUHS rather than continuing the effort for BIHS as a Deemed University. The Application, submitted in late 2011, was processed through the Ministry of Education and the University Grant Commission and, after the approval by the Honorable Prime Minister, permission has recently been granted to operate the University.

Bangladesh University of Health Sciences (BUHS) is a recently established University (starting in 2012) created around the nucleus formed by the Bangladesh Institute of Health Sciences (BIHS). Affiliated with the Dhaka University and owned by the Diabetic Association of Bangladesh (DAB) BIHS (established in 2007), within its short span of lifetime already has attracted national and international attention due to its high quality postgraduate education and research activities in public health disciplines. The University of Oslo supported these initiatives and declared BIHS as a Regional Center where, apart from local ones, students from India, Nepal and Pakistan are studying in postgraduate programs. The Rockefeller Foundation had also been supporting BIHS to develop postgraduate human resources in Health Informatics. The academic and 6 research activities of BIHS, in turn, can be traced to a longer tradition of national, regional and international level collaborative research at BIRDEM - a WHO Collaborating Center established by Late National Professor M Ibrahim, the Founder of the Diabetic Association of Bangladesh. Professor Ibrahim died in 1989, but left behind a legacy and a dedicated group of younger followers who could uphold his academic and research related visions in addition to his commitment for health care delivery to the diabetic patients. The International Program in the Chemical Sciences (IPICS), Uppsala University, Sweden, played a pivotal role in creating the research infrastructure and human resource capacity at BIRDEM. In line with BIRDEM and BIHS, the BUHS will utilize the great infrastructure and expertise of DAB which forms the next to public sector largest health care network in Bangladesh. At the same time, it envisages to enrich itself by creating meaningful partnerships with advanced academic and research organizations all over the world.
