They are continuously extending the date for this project and developing another project nearby very actively.Why they are not completing this project,is there any legal issue?Its really making me worried.

Not a good place to invest. Narrow road, bus stop is very far. There is no chance of repairing the road as it belongs to a private person. No litigation free.
